The items you get are random, but they often sell to Dr. You can go back to the apartment repeatedly right through to the end of the game. Pinnacle Station has the potential to garner you lots of great items (at a cost of 220,000 credits per item). So, you'll want to keep that in mind when deciding to do the DLC.
If you're at Level 43 to 48, you'll probably get Level IX gear. So, at Level 37 to 42 (which, if you start it right away, you should be at Level 37 by the time you finish BDtS), you would most likely receive Level VIII gear. BDtS follows the leveling guide per the Wiki:
